1. Who is Eligible for Family Health Insurance?
- According to the amended 2014 Health Insurance Law, individuals eligible for Family Health Insurance are divided into 05 groups:
+ Groups contributed by NSDLĐ and NLĐ;
+ Groups contributed by BHXH organizations;
+ Groups contributed by state budget;
+ Groups supported by state budget for contribution;
+ Groups participating in Family Health Insurance.
Accordingly, individuals participating in Family Health Insurance are those who do not belong to the groups covered by NSDLĐ, NLĐ, or BHXH organizations, state budget contributions/support.
- Individuals participating in Family Health Insurance are those who register for permanent or temporary residence at a legally recognized residence according to the laws on residence.
2. 2022 Family Health Insurance Contribution Level
- According to Decision 595/QĐ-BHXH in 2017, the 2022 Family Health Insurance contribution level is determined per person, with a decreasing contribution level from the second person onwards. - Based on the current basic salary of 1,490,000 VND/month, the 2022 Family Health Insurance contribution level is calculated specifically through the following table:

According to the amended 2014 Health Insurance Law, individuals participating in Family Health Insurance receive the following benefits:
- When going to the correct medical facility: 80% of the medical expenses;
Cases identified as correct medical facility visits are specified in Circular 30/2020/TT-BYT, including:
+ Visiting the initial healthcare facility listed on the health insurance card. + Registering initial healthcare at the commune-level healthcare facility, district-level general clinic, or district-level hospital, and receiving treatment at the same-level healthcare facilities within the same provincial area. + Receiving emergency treatment. + Being transferred according to health insurance facility referral regulations. + Possessing documents proving residence in another locality during business trips, temporary work, educational training programs, temporary residence, and receiving initial healthcare at the same-level healthcare facilities or equivalent to the initial healthcare facility listed on the health insurance card. + Individuals with a follow-up appointment after being referred. + Individuals needing immediate treatment after organ donation. + Newborns needing immediate treatment after birth.
- When seeking non-designated medical facility treatment: Benefit = Benefit for correct medical facility visits multiplied by the following ratios:
+ 40% of inpatient treatment costs if seeking treatment at a non-designated hospital at the central level; + 100% of inpatient treatment costs if seeking treatment at a non-designated hospital at the provincial level; + 100% of medical expenses if seeking treatment at a non-designated hospital at the district level.
4. Guide to Purchasing Family Health Insurance
Individuals in households not required to participate in company health insurance or those eligible for health insurance covered by Social Security agencies or state budgets wishing to purchase family health insurance should follow these steps:
- Contact insurance premium collection agents or Social Security agencies at their permanent or temporary residence;
- Fill out the health insurance participation form provided by the insurance seller; - Submit the completed form along with the following documents to the insurance seller:
- Payment of BHYT: BHYT participants pay the fee at their chosen insurance location and receive an appointment slip for BHYT card collection.
- Receive BHYT Card: BHYT participants receive their BHYT card according to the appointment and use it when seeking medical treatment.
