5. Verify Message Sending/Receiving Permissions
Message sending/receiving permissions are always enabled by default for the Messages app on your phone. However, if you install additional third-party apps, you'll need to manually grant permissions to the app.
To do this, go to Settings - Privacy - Permissions - SMS, select the respective app, and set it to Allow.

If the issue persists after trying all the solutions listed above, check if the recipient's phone number is correct.
In case the message contains multimedia files (images, videos, GIFs, etc.), ensure that mobile data on the phone is enabled.
