Missing Old ID Number in QR Code on Chip-Embedded ID Card

Due to citizens not declaring their 9-digit ID card number in the population information collection form, many chip-embedded ID cards with QR codes do not contain the 9-digit ID number. To address this issue, citizens can follow two methods:
Method 1: Use a confirmation paper for the ID number
Regarding the issuance of confirmation papers for the ID number, Article 15 of Circular 07/2016/TT-BCA (amended and supplemented in Circular 40/2019/TT-BCA) stipulates the following:
- Citizens are provided with a Confirmation Paper for the ID number in all cases of transitioning from a 9-digit ID card to a chip-embedded ID card.
- When switching from a 12-digit ID card to a chip-embedded ID card, if the ID card is damaged, peeling, unclear (photo, ID number, and text), a Confirmation Paper for the ID number will be issued.
If the QR code in the chip-embedded ID card does not display the old ID number, citizens can use the Confirmation Paper for the ID number to conduct transactions and procedures.
Method 2: Contact the police where the chip-embedded ID card procedure was completed for supplementary information and updates.
Errors in Information on Chip-Embedded ID Card

In many cases, the chip-embedded Citizen Identification Card (CCCD) contains incorrect information. So, what should people do when the information on the chip-embedded CCCD is incorrect?
According to Article 23 of the 2014 Citizen Identification Card Law, when there is an error in the information on the chip-embedded Citizen Identification Card, citizens must go through the process of card replacement.
The procedures for replacing the chip-embedded CCCD in case of incorrect information are as follows:
The current procedures for replacing the Citizen Identification Card are regulated by Circular 07/2016/TT-BCA (amended and supplemented by Circular 40/2019/TT-BCA) as follows:
Step 1: Complete the Citizen Identification Card Declaration Form
Citizens fill out the Citizen Identification Card Declaration Form at the Administrative Management Police Team, district-level police, or at the Receiving and Returning Department at the district level (if implemented), or electronically fill out the form on the online public service information page.
Step 2: Process the replacement of the chip-embedded CCCD
- Officers from the citizen identification management agency take photos and collect fingerprints of the person undergoing the procedure;
- Return the Citizen Identification Card;
Step 3: Submit the required fee (if applicable).
Step 4: Officials from the CCCD management agency will issue an appointment letter to return the chipped CCCD to the individual completing the card replacement procedure.
Step 5: Receive the results at the application submission location or have them delivered via postal service.
According to Circular 59/2019/TT-BTC, when there are errors in the information on the chipped citizen identity card due to the fault of the citizen identity card management agency, individuals are exempt from the fee.
Additionally, if errors result from the individual's mistake, the fee for replacing the chipped CCCD is 50,000 VND/card if replaced after July 01, 2021, and 25,000 VND/card if replaced before July 01, 2021.

- Update social insurance information, health insurance card

- Update bank account information
- Change tax registration information
