The company has not yet provided a change log after Adobe released Flash Player 28.0.0.126, but because this new version is included in the Patch Tuesday update, it's very likely that the update focuses on security bug fixes.

Adobe has synchronized its security patch cycle with Microsoft, so the company has released updates to fix vulnerabilities discovered in the software on the second Tuesday of each month, similar to the software giant based in Redmond.
Additionally, Microsoft also releases the latest Flash Player update on the second Tuesday of the month via Windows Update because both Microsoft Edge and Internet Explorer integrate this software.
Although release notes are not available at this time and the new version has just been released on the download server, Flash Player 28 will include most of the features and improvements packaged in previous beta versions, including better compatibility with Google Chrome and other browsers.

Flash Player fades into obscurity
