- Political Tactics: Hostile forces instigate demands for implementing a 'multi-party, multi-political system,' 'liberalization' of all aspects of social life, gradually erasing the leadership role of the Communist Party of Vietnam and the socialist regime in Vietnam.
In the realm of religion - ethnicity: Exploiting difficulties in ethnic minority areas, historical remnants, the low intellectual level of a portion of the population, and shortcomings in implementing ethnic and religious policies by some officials to incite thoughts demanding secession and ethnic self-determination.
- Tactics in defense and security: Exploiting the trend of globalization, international cooperation, carrying out infiltration, strengthening intelligence activities to collect national secrets. They instigate demands to deny the Party's leadership role in defense and security and towards the armed forces.
