In the recent publication of Apple's support documentation titled 'Deploying Apps in a Corporate Environment with iTunes,' a response to the increasing demand from businesses and companies to utilize iTunes for deploying applications in their corporate environments. Responding to the high demand, Apple quietly released iTunes 12.6.3 for both Mac and Windows, enabling users to install their applications.
Apple provides Volume Purchase Programs and Apple Configurator on Mac to assist businesses in managing and deploying a variety of applications on iOS devices. However, some partner enterprises still find the need to use iTunes for application installations, as explained by Apple in their support documentation.

How to replace iTunes 12.7 with iTunes 12.6.3
If you need to deploy an application based on the infrastructure using iTunes, consider replacing iTunes 12.7 with iTunes 12.6.3 (in case you have already updated to the latest iTunes version). iTunes 12.6.3 is available on Apple's support page, including versions for both Windows 64-bit and 32-bit as well as Mac.

After downloading and installing iTunes 12.6.3, the ability to deploy applications will be automatically restored.
