This will allow individuals who are not developers to test their official software. iOS/iPadOS 16.5 public beta 3 appears about a day after Apple provides this trial to developers.

Those who have registered accounts for Apple's free beta testing program can now activate the beta by opening the Settings app, going to General, selecting Software Update, tapping on Update Beta, and choosing the iOS 16 Public Beta option.
iOS 16.5 seems to be a relatively minor update as few changes have been found in previous trials. There's a new Sports tab in the Apple News app, and now Siri can be asked to start recording.
Overall, development on iOS 16 appears to be slowing down as Apple prepares for the upcoming June launch.
