Are teachers obligated to take advancement exams?

1. What is an advancement exam?

- An advancement exam is a test for teachers working in public educational institutions aimed at standardizing the teaching staff at all levels (Kindergarten, Public High School) in accordance with the regulations of the Civil Servant Law and other government regulations on recruitment, utilization, and management of civil servants.

- Currently, teachers are classified into 3 ranks:

• Rank I, II, III for middle and high school teachers
• Rank II, III, IV for primary school teachers

- However, to enhance the quality of the teaching staff and provide opportunities for career advancement, along with better benefits, teachers should participate in rank promotion exams.

3. Requirements for teachers to undergo rank promotion exams

Rank promotion exams offer teachers the chance to advance in their careers and improve their current salary level. Besides the desire, teachers also need to consider the eligibility criteria to determine whether they qualify to take the rank promotion exam or not.

According to Article 3 of Circular 20/2017/TT- BGDĐT, to be eligible for rank promotion exams, teachers need to meet three main conditions:

Authorized assignment to participate in the exam is granted.
Completed educational tasks satisfactorily for 3 consecutive years (counted until the time of submitting the exam application).
Possess appropriate training and professional competence corresponding to the registered professional title.

4. Content and format of teacher's upgrading exam

As specified in articles 4, 5, and 6 of Circular 20/2017/TT-MOET, the form and content of the upgrading exam are specifically prescribed as follows:
