Method 1: Using Gaussian Blur

Step 1: In the Photoshop CC 2020 workspace, right-click on the Original Image Layer and select Convert to Smart Object. This creates a new layer, automatically named Layer 0.
Step 2: Click on the Filter option in the top menu bar of Photoshop. In the menu, choose Blur Gallery, then proceed to click on Field Blur.
Step 3: Now, a Pin (circular point) appears at the center of the image, creating a blurring effect across the entire picture. Adjust the blur settings for this Pin and drag it to the desired position. To add a new Pin, left-click at the desired location.
Each Pin will generate a blurring effect around it based on user settings, influencing each other. Depending on your editing intention, place the Pin and adjust the parameters for the most suitable result.
