Step 1: Open the image you want to edit in Photoshop CC 2020, then press the Crtl + J key combination to duplicate the Layer.
Step 2: Click on the New Layer created, then activate the Magnetic Lasso Tool (shortcut L)
Step 3: Click on a point close to the hair of the subject in the photo. Move the cursor around the hair area to select it.
Step 4: Press the Ctrl + J key combination to duplicate the selected area. At this step, you can also click on the eye icon on the Layers below to temporarily hide them for easier hair color change in Photoshop.
Step 5: Click on the duplicated hair Layer, then click on the tool with a black/white circle icon at the bottom of the screen, select Color Balance .
Step 6: The Properties window appears, here you drag the slider to adjust the hair color as desired. Once completed, click on the double arrow icon to minimize the tool window.
Now, reactivate the eye icons on the Layers and save the edited image. The final result after changing hair color with Photoshop CC 2020 will look like the illustration below.
