Following the incident of student Pham Ngoc Anh's disappearance during a trip to Fansipan mountain, the People's Committee of Lao Cai province has issued a letter to tourism businesses, urging them to rectify the management of tourist activities when visiting and trekking in Hoang Lien Son National Park.

In response, the provincial People's Committee mandates the Department of Culture, Sports and Tourism to tightly oversee tourism businesses. They require a commitment and completion of all necessary procedures with the Management Board of Hoang Lien Son National Park and the Tourist Management Team of Sa Pa before taking tourists to Fansipan mountain.
On July 22, the provincial People's Committee of Lao Cai received a report from the Sa Pa People's Committee concerning the missing case of Pham Ngoc Anh, a 20-year-old student from the University of Industrial Fine Arts, residing in Xuan Dinh commune, Tu Liem district, Hanoi.
According to the report, on July 12, Anh and four other members independently organized a trek to Fansipan mountain. After reaching the summit, Anh descended alone and arranged to meet the others at a resting station at an altitude of 2,800 meters. However, when the four members arrived at the meeting point, Anh was not there, leading them to report to the forest ranger for a search operation.
By the evening of July 27, Deputy Chairman of the Sa Pa People's Committee Nguyen Ngoc Hinh stated that search and rescue teams had yet to discover any traces of the victim.
