How to make savory rice cakes:
Step 1: Prepare a bowl, pour both wheat and rice flour into the bowl, then add coconut milk and filtered water, add a pinch of salt, sugar for taste, and stir until smooth. Let the batter rest for 20 minutes.

Step 2: Place a large tray in a steamer, grease it evenly to easily remove the cake later. Pour 1 cup of batter into the steamer for about 7-10 minutes until it sets, then pour the second layer, gradually until you feel the desired thickness. Let the last layer steam for about 15 minutes to cook evenly. When the cake is cooked, let it cool and cut it into small, bite-sized pieces.

Step 3: Marinate minced meat with spices according to your taste, then let it sit for about 15 minutes.

Step 4: Let's start making the dumpling filling. Soak the dried shrimp in water for about 30 minutes until they become tender, then rinse thoroughly to remove excess water.
