Creating Snow in Photoshop

Step 1: Go to File > Open and select the image you want to edit.

Step 2: After opening the image file, you need to duplicate the layer by right-clicking on the Background layer and selecting Duplicate Layer to bring up the dialog below. Press OK to complete.

Step 3: Next, go to Filter > Pixelate > Pointillize.

Step 4: The Pointillize dialog will appear, where you can adjust the parameters as shown in the image below by directly entering the Cell Size or using the slider to adjust.

Note: The smaller the parameter value, the more realistic the snowfall effect will be (The smallest value you can enter is 3).

After entering and adjusting the parameters, press OK to complete and you will get the image below:

Step 5: Next, go to Image > Adjustments > Threshold to open the Threshold dialog.

Step 6: Adjust the parameters in the Threshold Level box as shown below (Only values from 1 to 255 can be entered). You should enter values greater than 250 for a more realistic snow effect. After entering, press OK to complete.

Step 7: Next, in the Layers panel, adjust the blending mode of the layer to Screen. You will get the image below:

Step 8: Finally, we need to adjust the tilt and spacing of the snowflakes to make the effect look more realistic by going to Filter > Blur > Motion Blur. Then the Motion Blur dialog will appear, where you can adjust the following parameters:

Angle: Tilt of the snowflakes
Distance: Density, spacing between snowflakes

You can customize as you like or refer to the parameters I've adjusted below:

Press OK to complete the editing process.
