You need to have the Adobe Photoshop graphics editing program installed on your computer to create photo borders in Photoshop.

Step 1: After installing Adobe Photoshop, launch the program. On the main interface of Photoshop, select File ->Open... and open the image file you want to create a border for using Photoshop.
Step 2: Press Alt + Ctrl + Shift + N to create a new layer.
Step 3: Press Ctrl + A to select the entire image. Then click on the Edit menu, choose Stroke...to create a border around the image.
