Step 1 : Navigate to Auto Shapes > Basic Shapes then select the Rectangle icon as shown:
Step 2 : Draw the frame of the flyer onto the document page, then right-click inside the frame and choose Format AutoShape:
Step 3: Under the Colors and Lines tab, choose the color for the frame border and its size, and other parameters if desired, then click OK:
Step 4 : Next, go to FormatAutoShape and switch to the Layout tab, then select In front of text and click OK:

Step 6 : Under the Colors and Lines tab, in the Fill section, choose the color of the drawn frame and select No Line to remove the frame border, then click OK:

Step 8 : Choose the font styles, font sizes, font colors, etc., for the text as desired, then click OK:
Step 9 : To ensure the text fits snugly within the size of the newly created frame, right-click on the border of the new frame and select Format AutoShape:
Go to the Text Box tab and check the box next to Resize AutoShape to fit text:
Step 10 : Insert a text snippet with artistic font style into the flyer by going to Insert > Text Box:
Next, click on the letter icon A on the toolbar at the bottom of the screen and select an artistic font style you desire:
In the pop-up window, input the text you want to include in the flyer, then click OK:
Next, customize this text snippet by right-clicking on it and selecting Format WordArt:
Choose a color for the text snippet and select No Line to remove the border around the text:
Step 11 : Remove the border for this text box by right-clicking on its border and selecting Format Text Box:

Step 12 : Similarly, you can create another text box with regular font style as shown:
Step 13 : To insert clip art into the flyer, go to Insert > Picture > Clip Art :
Type in the search box the type of Clip Art you want to find, for example, here I'm searching for Clip Art related to the keyword IT:
Step 14 : Create a text box and remove the border for the text box similar to the previous step onto the flyer. Then, hover over the text box and click on the Clip Art icon you desire in the Clip Art panel on the right, and the Clip Art will be inserted directly into this text box:
Similarly, you can insert many other Clip Arts:
Step 15 : You can insert at the end of the flyer another shape frame like Rounded Rectangle by selecting Auto Shapes > Basic Shapes then choosing the Rounded Rectangle icon as shown:
Similar to when you created the Rectangle frame earlier, proceed to customize the color, insert text, and adjust the size for this Rounded Rectangle frame, and you'll have a flyer just the way you want it for your needs:
