In one of the places Frieza occupied, he stumbled upon a room where time flowed differently from the outside world. Training here enabled him to condense 10 years of training and achieve the state of 'Frieza the Great Emperor'.
Frieza's revelation raises questions about many previous assumptions regarding the 'hyperbolic time chamber' - a special room located in the heavenly realm under the supervision of the deity Kami. The hyperbolic time chamber represents an alternate dimension of the universe (from Earth's perspective). Thus, there may exist several such chambers scattered throughout the universe.
Vegeta has previously speculated, and even the Angel Merus seems to be aware of dimensions like these.
