Strengths of Noxus in 13.15
Despite a significant nerf, reducing the breakpoint for Conqueror from 70% to 35%, Samira and Cassiopeia have received substantial buffs in the recent updates. These buffs don't directly impact their stats but boost attack speed and positioning, making them noticeably more robust.
We'll utilize both Samira and Cassiopeia, specializing in high single-target damage. This strategic choice allows you to swiftly dismantle opponent tanks. Core items for both include Blue Buff, Guardian Angel, and Infinity Edge for Samira. As for Cassiopeia, prioritize Death's Dance to maximize her single-target damage. Swain takes on the role of the primary tank, requiring core items like Bramble Vest (to trigger Cassiopeia's skill effect), Runaan's Hurricane, and a defensive item such as Bloodthirster or Thornmail.

Playing Style and Leveling Up
Opt for the legendary Twisted Fate when playing this deck, as drawing four Tears is incredibly challenging. Another alternative is Caitlyn, mainly for obtaining the All is Fair in Love chosen trait, ensuring that we always have 2-star Samira/Cassiopeia and Swain. However, since the chance of getting gold traits is not guaranteed in every match, Twisted Fate is the safer choice.
A crucial note when starting this deck is to use Samira/Cassiopeia in pairs. This means deploying two Samira or Cassiopeia to fight together. The reason is that their skills stack - 2 Samira shreds more armor, and 2 Cassiopeia continuously triggers her internal skill. Use the champion that reaches 2 stars first, and if playing Cassiopeia, prioritize equipping Bramble Vest early to trigger her skill.
Winning or losing streaks aren't crucial in this deck; the primary goal is to maintain high health. Since your carries focus on single-target damage, it's relatively easy to take down one or two opponent champions at the start without leveling up.
Start rolling after the player-versus-environment round to find the necessary 2-star pieces if you haven't already. Then, slow-roll Cassiopeia and Samira at level 5 until they reach 3 stars. Other champions to focus on are Warwick and Swain; at this stage, we only need 3 Noxus champions, making champions like Kled, Katarina, or Darius redundant and a waste of money.
Once both Cassiopeia and Samira are 3 stars, level up to 6 and scout the lobby. In the current meta, Swain is often contested in Mage compositions with Enchanters. If you see around 2 players with 2-star Swain, it's better not to roll and save gold for leveling up.
In cases where no one is contesting Swain or you have a rolling item like Prize Fighter, stay at level 6 to roll for Swain and Warwick to 3 stars.
If playing normally, aim for level 8 to round out the 6 Noxus composition. However, due to the Noxus nerf on the Conqueror breakpoint, coupled with the need to allocate all items to two 1-cost carries, even having a 3-star Darius is challenging. Swain requires 3 stars as he acts as the main tank. Regarding Darius, if you're in maps with lots of items like Yorick's Treasure or Thresh's Crypt, you might consider rolling for him to 3 stars if you have the funds.
Katarina and Kled are purely for achieving 6 Noxus; you don't need to worry about them. Later on, you can consider replacing them with Sion for a more robust tank lineup.
An alternative strategy is to play 3 Noxus, or even skip rolling Swain to go straight to level 8, incorporating Shurima and adding Nasus as the main tank. This strategy is viable if you roll Cassiopeia and Samira early, experience a winning streak, or if the lobby has too many players contesting Swain and you can't roll him to 3 stars. The damage output at the 3 Noxus breakpoint will be slightly weaker, but with additional AP from Enchanters and Jarvan's CC, the overall impact is not significantly different.
This Noxus 2-carry deck still struggles against 5-cost Exodia builds, but it's relatively easy for stable ladder climbing due to its lower popularity. You'll find it easy to roll and secure early victories, making it safer than other 8-cost contested decks.
