What is a dashcam?
A dashcam is a product designed to record images, videos, and sound during the vehicle owner's participation in traffic. The content captured by the dashcam is transmitted to authorized individuals wirelessly and stored within the device's memory.
Which types of vehicles need a dashcam?
Based on Clause 2, Article 13, and Clause 2, Article 14 of Decree 10/2020/NĐ-CP, the following are the types of vehicles required to have a dashcam:
- Passenger transport vehicles with a capacity of 09 seats or more (including the driver).
- Cargo transport vehicles with trailers, and tractors.
In addition, Decree 10/2020 also requires that the dashcam, when installed in a vehicle, must ensure the ability to record images, videos, and sound during the vehicle's participation in traffic.
Also, the recording time must ensure at least 24 hours for distances up to 500 km and at least 72 hours for distances over 500 km.
Commercial transport vehicles must install a dashcam from 01/07/2023
Starting from July 1, 2023, the Government issued Decree 47/2022/NĐ-CP (effective from 1/9/2022) amending Decree 10/2020/NĐ-CP on business activities of automobiles, requiring commercial transport vehicles to install a monitoring device with a dashcam. Specifically, according to Clause 12, Article 1 of Decree 47/2022/NĐ-CP (adding Clause 8, Article 34 of Decree 10/2020/NĐ-CP), businesses using commercial transport vehicles subject to dashcam installation regulations, when participating in transport business for the first time, must install a monitoring device with an integrated dashcam to be issued a license and a sign.

Note: Monitoring devices with integrated dashcams must comply with all regulations of Decree 10/2020/NĐ-CP.
According to Clause 5, Article 34 of Decree 10/2020/NĐ-CP, the installed dashcam must meet the following requirements:
- Record and store images as specified in Clause 2, Article 13, Clause 2, Article 14 of Decree 10/2020/NĐ-CP.
- Images from the dashcam on the vehicle must be transmitted at a frequency of 12 to 20 times per hour (equivalent to 3 to 5 minutes per data transmission) to the transport business unit and transmitted to the competent state management agency as specified by the Ministry of Transport, stored for a minimum of 72 hours.
- The image data must be provided promptly, accurately, not altered or distorted before, during, and after transmission.
- Maintain the operation of the dashcam to ensure continuous recording and storage of images, without interruption as specified.
- Provide access accounts to the server for the police agencies (Traffic Police Department, Road Traffic Police Department, Road Traffic Police Department – Railway, Provincial Road Traffic Police Department under the central government), transportation sector (Ministry of Transport, Directorate for Roads of Vietnam, Department of Transport) to serve state management, inspection, and handling of violations as prescribed by law.
- Comply with regulations on information security for passenger data in accordance with the law.
Clause 3, Article 2 of Decree 47/2022/NĐ-CP also stipulates that converted vehicles with a capacity of 10 seats or more into vehicles with fewer than 10 seats (including the driver) that have been granted a sign before the effective date of Decree 47/2022/NĐ-CP continue to be used for passenger transport until the end of the period of use.
Decree 47/2022/NĐ-CP is effective from September 1, 2022.
What happens if you don't install a dashcam?
In Clause 6, Article 28 of Decree No. 100/2019/NĐ-CP dated December 30, 2019, the Government regulates administrative sanctions in the field of road and rail traffic as follows:
A fine of 5,000,000 VND to 6,000,000 VND for individuals, and 10,000,000 VND to 12,000,000 VND for transport business entities, service providers for transport support, who commit one of the following violations:
- Using commercial transport vehicles without a dashcam as prescribed (for vehicles required to install a dashcam) or having a dashcam but not recording, not storing images on the vehicle, and the driver during traffic as required.
- Failure to transmit, store images from the dashcam on the vehicle to the unit, not providing access accounts to the server of the competent state agency as prescribed.
Note: In addition to being fined, individuals and organizations committing the above violations are also subject to additional penalties, revoking the right to use signs (plates) for a period of 01 to 03 months (if any or already granted) for violating vehicles.
How to pay fines for not installing a dashcam?
Based on the provisions of Clause 1, Article 10 of Decree 81/2013/NĐ-CP and Clause 16, Article 1 of Decree 97/2017/NĐ-CP. For individuals or organizations violating traffic laws, there are several ways to pay fines.
- Pay directly at the state treasury or commercial banks, where the state treasury is authorized to collect fines (clearly stated in the penalty decision).
- Pay directly or transfer to the account of the state treasury stated in the penalty decision.
- Pay directly to the authorized person for penalty enforcement if one of the following conditions is met:
- In case of administrative penalty without making a record (applicable in cases of warning or a fine of up to 250,000 VND for individuals, 500,000 VND for organizations, and the authorized person for penalty enforcement must issue a penalty decision on the spot).
- In remote, far, border areas where travel is difficult, individuals, organizations fined can pay the fine to the authorized person for penalty enforcement.
- Pay the fine to the state treasury through public postal services. For example, paying fines through the post office.
In addition, a convenient way for people to pay fines from July 1, 2020 is to pay online through the National Public Service Portal. After payment, the Traffic Police will use the receipt to return the necessary documents to the violator by mail.
How to look up and pay fines through the National Public Service Portal
You can look up and pay fines through the National Public Service Portal for general traffic violations and specifically for not installing a dashcam with the following steps:
Step 1: Visit the National Public Service Portal here. Then select Online payment > Pay administrative fines for violations.
Step 2: Next, select Look up, pay traffic fines.
Step 3: Then select the item Look up by violation record > Enter the necessary information > Look up.
After updating the information, perform the Look up of the penalty decision. At that time, one of the following cases may occur:
- Case 1: If the police have not issued a penalty decision, the system will display the message: 'No penalty decision yet.'
- Case 2: If the penalty decision has been paid, the system will display the message: 'The penalty decision has been paid.'
- Case 3: If there is a penalty decision and it has not been paid, the system will display detailed information including (Decision number, Date of decision, Violation behavior, and Fine amount).
