Vietnam's Civil Aviation Authority announces a trial period for using Level 2 electronic identification instead of ID cards during airport procedures. The implementation period is from June 01 to August 01.
The experimental regulations will be applied uniformly at airports for domestic flights. This method is only experimental for voluntary passengers.
According to the regulations of the Civil Aviation Authority, if passengers show any unusual signs or travel in special compartments, additional methods will be employed to verify the accuracy of Level 2 electronic identification, following instructions from the Ministry of Public Security.
Experimenting with Using Level 2 Identification Instead of ID Card When Boarding a Plane
Specific instructions are given for the process. The aviation authorities will use Level 2 electronic identification on the phones of airline staff to scan the QR Code of passengers' Level 2 electronic identification accounts in case the QR code on their citizen's identity card cannot be scanned. This ensures a more reliable assessment of the authenticity and credibility of the Level 2 identification account.
According to Article 8, Clause 13 of Decree 59/2022/ND-CP, the electronic identity subject using Level 2 electronic identification accounts in electronic activities and transactions will have equivalent value to presenting documents to prove user information, integrated into that electronic identification account.
Level 2 identification, superior to Level 1, includes additional biometric information of the registrant, such as facial recognition or fingerprints. Moreover, citizens have the right to use all integrated features on various documents, such as driver's licenses, health insurance, and electronic bill payments (transfers, electricity, water, internet, etc.).

3. Procedure to Obtain Level 2 Identification Instead of ID Card for Air Travel
To acquire Level 2 identification, you need to have a chip-embedded ID card. Take it to the local police at the provincial, district, or commune level for registration. Once the police receive the documents, they will enter the information into the identification system. After that, electronic verification, facial recognition, fingerprinting, and the creation of Level 2 electronic identification account will take place.
Procedure to Obtain Level 2 Electronic Identification

The processing time for registration is explicitly stated in Decree 59/2022/ND-CP. If citizens already possess a chip-embedded ID card, the issuance of Level 2 electronic identification accounts will not exceed 3 working days. For those without a chip-embedded ID card, the process will take no longer than 7 working days.
In the case of foreigners, the account provision period is announced to be no more than 3 days if their facial recognition and fingerprint data are in the national immigration database. If not, the Level 2 electronic identification account will be issued within 7 days.
