This is a common saying among those who have lived in Saigon for a long time, exchanged among friends or simply with an acquaintance upon meeting. Sometimes, while lost in thought, a sudden rain pours down, then the sky clears as if it had never rained, which is not uncommon in Saigon.

There's a very special season in Saigon that I often refer to as the 'cotton season' – it's the season when brown cotton flowers bloom, fall, and blanket entire street corners. Especially in the early morning or late afternoon, every gust of wind spins thousands of brown-red petals (when the cotton is still young) like little whirligigs before they touch the ground.
