1. Eerie Summer
When reminiscing about his past, Inspector Shibazaki referred to a summer that was 'gloomy and silent,' where 'no one ventured outdoors,' and 'everything blurred away,' with 'the oppressive heat unsuitable for the elderly.'
The scene is crafted with predominant black and white tones, accompanied by resonating sound, instilling a haunting sense in viewers about post-war life in Japan, with deep-seated wounds passing from one generation to the next.

2. The Demise of Five
The children at the facility typically have a very short lifespan, around 19 to 20 years. In the later episodes, Five succumbed to the aftereffects of past chemical treatments and was callously discarded by the organization due to health reasons. During the pursuit with Nine, she used a flamethrower and committed suicide.
In the blaze, Five left behind only a smile, devoid of calculation or deceit. It was the smile of a girl from over a decade ago, combined with the heart of a young woman who never got to live true to the love of her life.

3. Hide and Seek Game
Ranking ninth is also a flashback sequence. It's one of the haunting dreams of Nine, about the hide and seek game between him and Five.
The black and white effects and chilling sound continue to create a uniquely successful atmosphere, reflecting the pursuit from the past to the present of the characters, in a wide-ranging political game.

4. On the Base Rooftop
Throughout the film's duration, we encounter many scenes related to Sphinx's rooftop base, but none more poignant than a silent moment between Nine and Twelve, as they wait and rest after their plans.
No dialogue, only haunting background music and the effects of light and feathers floating in the air, this silent scene vividly portrayed the aspirations of the two teens who chose the dangerous life of terrorism: They seek forgiveness and redemption for their actions.

5. The First Bomb Explosion
Occupying the seventh spot is the scene that left a lasting impression on Zankyou no Terror's audience: The first bomb explosion. Nine and Twelve utilized thermite reactions within stuffed animals to melt the support columns and bring down the building effortlessly.
This action served as a greeting, a warning, or a threat to the Japanese government and those involved in the inhumane experiments of the past: We are still alive.

6. The Demise of Twelve
This scene appears in the final episode of the series and marks the most heart-wrenching moment for the audience. Twelve is gunned down by a single shot from a U.S. military aircraft and is convicted of terrorism.
The scene unfolds in slow motion, the background music nearly muted, and the contrasting chaotic blocks of color; the death of this young man brought tears to many for its profound sorrow.

7. Fun After the Storm
Ranking fifth on the list is the most cheerful and peaceful scene in the psychological drama Zankyou no Terror. After the final act of terrorism, Lisa, Twelve, and Nine revisit the site of their former base; they forgive each other and enjoy their time together. Similar to other impactful scenes, this serene moment lacks dialogue, accompanied only by the resonant notes of “The Song from the Land of Ice.”
With no more victims and terrorists, no more chaotic life and society steeped in injustice, the three teenagers joyfully play together, sharing laughter they were never allowed in the past.

8. On the Park Carousel
Securing the runner-up position is a special scene featuring Twelve and Lisa. This girl falls into Five's trap, rigged with bombs around her, unwittingly becoming a larger lure to entrap Twelve. The scene unfolds with a slow yet incredibly tense pace – Twelve must disarm, dismantle, and cut each bomb on Lisa before the countdown clock reaches 0.
Remorse, regret, and a conscience in turmoil accurately describe the characters' emotions at this moment, although some perspectives deem this scene quite romantic.

9. Nuclear Detonation Beyond the Universe
This marks the culmination of Sphinx's continuous terror spree and is hailed as one of the most successful bomb explosion scenes. Nine detonates the bomb outside the atmosphere to avoid human casualties but intends to cripple the world's electronic systems.
The scene is meticulously crafted with a combination of outer space, cityscape, a brilliantly red-lit sky, and capped off with vibrant auroras. This action is praised for bringing unexpected twists to the audience, showcasing intelligent handling of a sensitive and complex issue like nuclear weapons, carrying the hope for a peaceful world.

10. On the Motorcycle
And securing the top spot in the rankings of the most beautiful scenes in Zankyou no Terror is a personal moment for Twelve and Lisa. The two ride through the city on Twelve's large motorcycle: the scenery flashing by at the edges of their eyes with the wind, accompanied by a soothing soundtrack and emotions. In this scene, Lisa asked Twelve: 'Do you really want to destroy this world?'
It's the most significant moment of change in Lisa's soul – a girl trapped in life's difficulties and once contemplated leaving this world – realizing that beauty still exists around her.
