Try running Windows Network Diagnostics.
DNS_PROBE_FINISHED_NXDOMAIN
Upon seeing this notification, you may easily notice that Chrome indicates this error is due to DNS service issues, and using Google's new DNS addresses triggers this problem. Resolve it by adjusting the DNS settings. At this point, simply set the DNS address back to default by checking 'Obtain DNS server address automatically'
