Currently, the feature allowing Google Assistant to send messages directly on the lock screen is in the testing phase and has not been rolled out to many devices yet.
According to 9to5Google, the new feature will operate on Google Pixel 3 running Android Pie. It's unclear whether similar devices running Android Q, including Pixel 2 XL, will have this feature. However, since Assistant is part of the Google app, we can assume the feature will likely be available only on Pixel devices.
