This feature is available in the latest beta version of the Google Phone app, version 47-0-305350684. If you're interested, you can join the beta program of the Google Phone app from the Play Store or install the beta version from an APK file.

As seen from the images below, you'll find a record button in the user interface during calls right next to the Change SIM option to start recording calls. The images are taken from the latest beta version of Google Phone running on Nokia 7 Plus.
Recorded calls can be accessed from the dialer's homepage. You'll see a small Recorded icon right below the contact name, indicating that a copy of the conversation is available in recorded format. It can be expanded to playback or share.
Google has been preparing the call recording feature for several months now. This feature was detected in the app's code back in January and manually activated on some phones such as Pixel 4 and OnePlus 7 Pro.
Currently, the feature is available on select Nokia phones, and we can expect Google to roll it out to more regions and devices in the near future. This could be part of Google's plan to make its dialer app the standard on Android, with the dialer reported to be available on non-Pixel smartphones such as Asus Zenfone 6, Oppo Find X2 Pro, and LG V60 ThinQ. Most other brands also provide call recording feature in their dialer apps. Therefore, this signifies Google catching up with other competitors in this field with its dialer app.
