According to Google, the issue causing Google Play Store service to consume 100% CPU is due to missing files in ChromeOS. Subsequently, a Google employee posted the solution to this problem on a support thread in the Google forum, resolving the error by replacing Google Play Store with the manufacturer's default version.

Here are the steps you can take to fix the issue on your computer:
Step 1: On the bottom right of the Chromebook screen, click on the time.
Step 2: Select Settings > Apps on the left side.
Step 3: Choose Google Play Store > Manage Android Preferences > Apps & Notifications.
Step 4: Select See all apps or Apps info.
Step 5: Choose Google Play Store > Disable. In the window that appears, select Disable APP.
Note: In this window, you'll see a notification 'If you disable this app, Android and other apps may no longer function as intended.' By selecting Disable APP, you'll temporarily disable Play Store, and it will be reactivated after you complete this troubleshooting process.
Step 6: In the next window, choose OK.
Note: Here, you'll see a message 'Replace this app with the factory version? All data will be removed.' By selecting OK, you'll temporarily replace Play Store with the manufacturer's version. Your other apps won't be affected.
Step 7: In the same window, select Enable and close the window.
The above solution will temporarily address the high CPU usage issue, and this problem will be completely resolved in the upcoming ChromeOS update. Google declares that they will continue posting updates on the Google forum support thread for this issue.
