Children traveling domestically by air only need a birth certificate, but for international travel in any form, they must have their own passport. Passports for children under 14 can be shared or separate from their parents' passports. In terms of appearance, these passports are no different from adults', but they have a 5-year validity instead of 10 years like adults.
The passport issuance procedures below are for Vietnamese citizens residing in Hanoi:

Steps for Obtaining Passports for Children Not Traveling with Parents
- X01 declaration form certified and stamped by the local police department where the child resides or temporarily stays. The form must be filled and signed by the parents, clearly stating their full names and submitted on behalf of the child.
- 2 photos sized 4×6 cm, facing forward, with head uncovered, against a white background.
- 2 copies of the child's birth certificate (bring along 1 copy and 1 photocopy of the child's birth certificate).
- If the applicant is a foster parent, caregiver, or legal guardian (with a court decision recognizing foster parenthood or legal documents proving caregiving or guardianship), they must fill and submit the form on behalf of the child.
- Temporary residence book in Hanoi if the child is a non-local citizen.
Steps for Completing Passport Procedures for Children Traveling with Parents (only applicable to children under 9 years old)
- X01 form completed by parents with child's information and attached photo, to be certified and stamped by the local police department where the child resides or temporarily stays.
- 2 photos of parents sized 4×6 cm, 2 photos of child sized 3×4 cm, facing forward, with head uncovered, against a white background.
- 2 copies of the child's birth certificate to be submitted along.
If wishing to add to the existing parent's passport (children under 9 years old), the procedures required are:
- X01 form of parents with attached photo. In section 15 of the form, attach a 3×4 cm photo of the child with the police department's stamp. In section 14, clearly state the addition of the child to the parent's passport.
- 2 copies of the child's birth certificate and 02 photos of the child sized 3×4 cm with a white background.
All procedures are quick and convenient. Upon arrival at the document reception, simply prepare all necessary documents and head straight to counter number 1, Immigration Management Department, 44 Phạm Ngọc Thạch Street, Đống Đa District, Hanoi. The waiting time is about 15-20 minutes. After receiving the appointment paper, you will receive the passport about 1 week later.

Citizens with permanent and temporary residency in Nam Từ Liêm District and Bắc Từ Liêm District can submit documents at both locations.
- Working hours: 8:00 AM to 4:30 PM daily.
- Fee: 200,000 VND/passport. Passports for children shared with parents: 50,000 VND.
