Jingliu
Who is Jingliu in Honkai: Star Rail?
She's a Cryo DPS character, the Destroyer of Fate, and a martial arts master in Honkai: Star Rail. In fact, Xianzhou Luofu regards Jingliu as the 'master of masters' and holds the highest mastery of swordsmanship unmatched by anyone. Jingliu is one of the members of the Five Stars of the Shenzhou, on a path to seek enough power to defy the divine. You may already be familiar with this character through the storyline of Blade.
Jingliu's Skill SetBasic Attack - Lucent Moonglow: Deals Cryo damage to the target.
Combat Art - Transcendent Flash: Deals Cryo damage to the target and gains 2 New Moon stacks.
Ultimate Move - Precipitous Blossoms, Fleeting as Stellar Dreams: Deals Cryo damage to the target and adjacent enemies. If Jingliu is in Transcendence state, gains 2 Moonlight stacks. Otherwise, gains 2 New Moon stacks.
Talent - Crescent Transmigration: Upon reaching 4 New Moon stacks, enters Transcendence state. Sacrifices own and allies' HP to increase own attack. In Transcendence state, New Moon becomes Moonlight and enhances skills. When Moonlight reaches 0, Transcendence ends.
Secret Technique - Innermost Nature: Upon entering battle, Jingliu gains New Moon stacks.
Enhanced Combat Art - Moon on Glacial River: Deals Cryo damage to the enemy and adjacent foes. Consumes 2 Moonlight stacks.
Topaz
What role does Topaz play in the game?
Initial information suggests that Topaz is the 'debt recovery specialist' of the Peaceful Planet Corporation in Honkai: Star Rail. To be precise, she's the 'senior manager of the Strategic Investment Department' and 'captain of the Special Debt Recovery Team'. Her most reliable comrade is the Space Hog Numby, a super-intelligent pig with the ability to smell money and valuables, as well as conduct scientific research, collect debts, and engage in combat.
In terms of gameplay, she is a Pyro character, the Hunter of Debts, and undoubtedly a DPS. According to Mytour's assessment, if the skill set below remains intact, Topaz pairs well with Clara. Perhaps to increase the success rate when gacha rolling, you need to… borrow money from IPC?

Topaz's (and Numby's) Skill Set
Basic Attack – Deficit: Deals Pyro damage to a single enemy.
Combat Art - Difficulty Paying: Marks the enemy. Subsequent strikes hitting this target deal additional damage. Only 1 mark exists on the field - Topaz will create a new mark on a random target if the marked target is defeated. Numby deals Pyro damage to the enemy and counts as a subsequent strike.
Ultimate Move - Turn a Profit: Numby enters Astonishing Increase state, increasing speed, damage, and critical rate. It will attack twice before exiting this state.
Talent - Pig Market: At the start of battle, Numby will be summoned. When it attacks, subsequent strikes will deal Pyro damage to the marked target. If no one is marked, Topaz will mark an enemy. When Topaz is defeated, Numby also disappears.
Secret Technique - Explicit Subsidy: When Topaz enters battle, Numby will follow. It will automatically search for treasures and other Space Hogs on the map. When using the secret technique, in the next battle, Topaz will regain energy after Numby's first strike.

Based on Topaz's skill set, Mytour believes that miHoYo may introduce another relic set for characters utilizing subsequent strikes. If this is true, not only Topaz but also Valkyrie will receive significant buffs, helping Jing Yuan no longer be the 'mid Yuan' as joked by Honkai: Star Rail players. However, information about the skill sets above is subject to change as the 1.4 test phase is still far from starting, and miHoYo has plenty of time to adjust.
