Step 1: First, create a new file, resolution depending on you. Here Mytour creates a new file with a black background with resolution of 600 x 250.
The result will be as below, if the background is not black, you can paint it black.
Step 2: Use Text tool (shortcut T) to write any word, color it yellow (more specifically, use color #f4fc0e).
Step 3: Proceed to duplicate this Text Layer by pressing Ctrl + J.
Step 4: On the original text layer, right-click and select Rasterize Type to convert it to a different form.
Step 5: Now go to Filter menu > select Blur > then Radial Blur...
Step 6: The Radial blur tool panel appears, here's what you choose:
* Amount: 100.
* Blur Method: Zoom.
* Quality: Good.
The result will be as shown below, to enhance the light effect and make it more prominent, you can repeat this process multiple times.
Step 7: Then double-click on the Layer text copy or right-click > select Blending Options.
Step 8: In Bleding Options select Inner Shadow and adjust the settings as follows:
* Blend mode: Normal and set to white.
* Opacity: 75%.
* Angle: 130 degrees (using Global Light).
* Distance: 3 px.
* Choke: 0%.
* Size: 3 px.
