Step 1 : First, access the iCloud website on your computer browser through the link Here.
Alternatively, you can download and install iCloud for Windows to permanently delete photos on iCloud.

Step 2 : Log in with your Apple ID and Password. Click the right arrow icon to proceed to the next step.
Step 3 : Enter the Verification Code sent to the phone number linked to your iCloud account.
Step 4 : Confirm Trust or Don't Trust the browser you set up to skip verification in subsequent login attempts. If you're using someone else's computer to delete backup photos on iCloud, click Later to skip.
Step 5 : In the iCloud workspace interface, click on the Photos section.
Step 6 : Under the iCloud Photos section, select the photos you want to delete, then click on the trash can icon in the top-right corner of the screen.
Step 7 : A confirmation notification appears, click Delete to confirm.
