To enable or disable the 'seen' feature on Skype, follow these steps:
Step 1: Log in to Skype after completing the installation.
Step 2: After successful login, click on the three-dot icon as described in the image below.
Then select Settings.
Step 3: In the Settings interface -> navigate to and select Messaging. In the Read receipts section, you will find a toggle button to enable or disable.

If you want to enable 'seen' on Skype -> repeat the above steps -> then drag the circular button on the slider to the right to enable, and it's ready for use again.
Some Notes
- If you set your status to 'Invisible', the 'seen' feature will be disabled by default - equivalent to turning off the 'seen' feature.
- The 'seen' feature applies when you're chatting with another person (1-on-1). If it's a group chat, it can accommodate up to 20 people.
