Step 1: Access the Vietnam Road Administration's Public Service Portal via a web browser on your computer or smartphone, selecting the relevant administrative procedure, agency, and reception location before clicking 'Register Online'.
Level 3 public service exchange for driver's licenses applies to individuals with a license managed by the Transport Department, valid or expired under three months.
Level 4 public service for international driver's license applies to Vietnamese citizens and foreigners residing in Vietnam, owning a PET material national license that is still valid.
Note: Level 3 service requires a visit to the authority for procedure completion post-online submission, whereas Level 4 service enables complete online processing and home delivery of the new license, saving time and travel efforts.
