3. Other non-motorized vehicle operators must keep to single file when traveling, use designated lanes for non-motorized vehicles; when traveling at night, must signal in front and rear of the vehicle. Operators of animal-drawn vehicles must take measures to ensure cleanliness on the road.
4. Goods loaded on non-motorized vehicles must ensure safety, not obstruct traffic, and not obscure the view of the operator.
