Being directly fashioned from fragments of the super Dragon Balls, these Dragon Balls are smaller and much weaker than the original but can be used for three wishes instead of just one. The Namekian race comprises two classes: warrior-class with combat skills and the support-class called the Dragon Clan, possessing magical abilities. The Dragon Clan has various magical capabilities, including healing and the power to create objects. This explains why Kami and Piccolo can wear clothing seemingly created from thin air, as they are part of the Dragon Clan. This same reality-manifesting magic is how the Namekians of the Dragon Clan can create Dragon Balls.
As the Namekians were the only race with their own set of Dragon Balls, they could use magic to create and replicate them. Each set of Dragon Balls is linked to its creator and turns into stone after their death. According to the hypothesis, each member of the Dragon Clan can create their own set, similar to what Kami did when he arrived on Earth. However, this process takes a considerable amount of time, making modifying an existing set of Dragon Balls much more feasible, as demonstrated by Dende when he replaced Kami.
Technically, Piccolo is a member of the Dragon Clan, but it remains unclear whether he can create his own set of Dragon Balls. After Piccolo fused with Kami, the Dragon Balls on Earth became inert, and he couldn't restore them. It seems that Kami's advanced magical abilities did not transfer to Piccolo during their fusion.
