To insert Up and Down buttons, you need to utilize the Developer tab. However, this tab doesn't appear on the toolbar by default; you must display it.
Step 1: Navigate to File -> Options.

Step 2: A dialog box will appear, select Customize Ribbon -> check Developer -> OK.

Now, the Developer tab has been displayed on the toolbar.

Step 3: On the Developer tab -> Insert -> click the icon of Spin Button (Form Control).

Step 4: Select the position where you want to place the Up and Down buttons.

Step 5: Click on the icon of Up and Down buttons -> go to the Developer tab -> Properties.

Step 6: The Format Control dialog appears, enter values as follows:
- Current Value: The current value when controlling Up and Down.
- Minimum Value: The minimum value.
- Maximum Value: The maximum value.
- Cell Link: Choose the data to link.
Depending on the case, you can choose the appropriate data type. Finally, click OK to complete the value entry for Up and Down.
