Facebook seems to have started integrating Instagram's chat feature with Facebook Messenger this week. Some users in the U.S. have received notifications about it, and the paper airplane Direct Message icon of Instagram has now been replaced with the distinctive Facebook Messenger icon. While chatting, the sender's chat bubbles have started switching between green and purple, in line with Facebook's introduction of 'more colorful' interactions.
However, at the moment, you still can't message Facebook users from Instagram. Probably just testing interface changes. But Facebook has clearly stated they will gradually, which will help connect more people than currently.
