This allows non-developers to test the software's features before its official release. The second public beta arrives just a day after Apple rolled out the software to developers.

Those who have signed up for Apple's free beta testing program can now activate iOS/iPadOS 16.5 beta 2 by opening the Settings app, navigating to General, selecting Software Update, tapping on Update Beta, and choosing the iOS 16 Public Beta option.
iOS 16.5 seems to be a relatively minor update with some changes found in the beta released to developers. There's a new Sports tab within the Apple News app, and Siri can now be instructed to start recording.
Development on iOS 16 is slowing down as Apple prepares for the upcoming June launch at the WWDC 2023 event.
