Greetings to the editorial team!
I've booked a ticket to India, but I have a 21-hour layover in Singapore. Do I need to go through immigration procedures during the layover, and am I allowed to leave the airport? If there's a need for an immigration form, what should I fill in the 'Address in Singapore' section if I don't plan to incur any hotel expenses during the transit in Singapore? Looking forward to the editorial team's advice. Thank you! (lacthy******@gmail.com)
Do I need to go through immigration procedures during a layover in Singapore, and is it possible to leave the airport?
Hello there!
Thank you for sharing your inquiry with us. Do layovers in Singapore require immigration procedures and allow exit? As we are aware, ICA Singapore is gradually tightening entry for tourists, especially female travelers. There have been cases of tourists, not only from Vietnam but also from other Asian and European countries, being denied entry and sent back by ICA Singapore despite having all the necessary documents to prove their purpose of visiting Singapore for tourism or transit.
Singaporean authorities have explained this situation, attributing it to concerns about these tourists having alternative motives (such as *** profession or smuggling). They emphasize that travelers with proper documentation, a clear travel itinerary, and proof of coming to Singapore solely for tourism or transit purposes will still be allowed entry without any issues.

Do layovers in Singapore require immigration procedures and allow exit? According to the Agreement on Visa Exemption for Citizens of Vietnam and Singapore, effective from November 10, 2003: Vietnamese citizens with ordinary passports (OP) will be exempted from visas when entering Singapore for a stay of fewer than 30 days. However, the passport must be valid for at least 6 months, have a round-trip or onward ticket (if in transit in Singapore), possess sufficient finances to cover the stay in Singapore, or meet the necessary conditions for onward travel to another country, including obtaining a visa if required by the third country.
So, you won't need a Singapore visa, but make sure to have your passport and all the required documents, proving you're just transiting through Singapore for 21 hours without any intention of entering the country. Based on layover experiences in Singapore:

Changi Airport stands as the world's most modern airport. Here, you'll find not only shopping areas, duty-free shops, cafes, restaurants, a swimming pool, and massage services but also a complimentary movie theater. With your extended layover (almost a day), to avoid any hassle, once you land at Changi Airport and locate the gate for India, you can go through immigration and freely explore within the airport premises.
If you're interested in exploring Singapore, after obtaining the transit pass, consider registering for the Free Singapore Tour, a complimentary tour organized by Changi Airport and Singapore Airlines for all travelers. The tour lasts about 2 hours, with four daily departures at 9 am, 11:30 am, 2:30 pm, and 4 pm. You can choose from different tour options:
To sign up for a tour, head to Terminals 2 and 3 and find the 'Free Singapore Tour' counters at least 60 minutes before your chosen tour departure time.
If you prefer not to join a tour, you can plan your own itinerary. Be as detailed as possible; the more details, the higher the chance of smooth entry and obtaining the transit pass.

Is immigration required during a layover in Singapore? If you have a connecting boarding pass and follow the correct exit gate, there's no need for immigration procedures. However, if you wish to explore Singapore during the layover, you'll need to go through immigration. Fill out the immigration form, including the Ad hotel section (you can find a hotel on agoda.com or booking.com with a rating of 4 stars or below and provide their address).
If you haven't booked a hotel, explain your itinerary in detail, provide all documents, your onward flight ticket, cash, etc., to ICA to obtain permission for touring Singapore within the allowed time.
You might undergo fingerprinting, but don't worry; it's a necessary procedure to ensure your first visit to Singapore. You'll return to proceed to your third country as per your schedule, and it's part of ICA's itinerary control.
In summary, is immigration required during a layover in Singapore? If you're within the quarantine area and go through the India gate, there's no need for Singapore immigration procedures. However, if you wish to exit, the instructions above have guided you. If you have any further questions, feel free to comment or email; we're always ready to assist you. Wishing you a pleasant and smooth journey.
