The duo must use their supernatural abilities to uncover the mysteries of Tokyo, where citizens are disappearing, replaced by the influx of legendary Japanese demons.

The game was originally developed as a sequel to The Evil Within. However, the departure of Ikumi Nakamura (creator of The Evil Within series) led to a change in the company's plans. Kenji Kimura took over as the game director and decided to develop Ghostwire: Tokyo in a unique direction.
