In compliance with the 2019 Education Law, teachers will be placed in corresponding salary levels according to their teaching positions, professional qualifications. This Law has been effective since July 2019. There are significant policy changes for teachers as well:
- Upgrading training standards: Previously, preschool teachers only needed a vocational diploma, but now they are upgraded to college level. Elementary school teachers are elevated from vocational to university level. Meanwhile, secondary school teachers are upgraded from college to university level. This indicates that the education system requires a minimum of university education for general teachers, and at least college education for preschool teachers.
The Ministry has proposed a plan for training and development for teachers who do not meet the qualifications. According to statistics, the number of teachers requiring training to meet standards ranges from 400,000 to 500,000 out of 1.3 million teachers nationwide.
- All standards for the teaching profession and management staff are incorporated into the law, becoming regulatory frameworks for the qualities and competencies that help teachers meet professional standards as required.
- Affirming and adjusting salary and allowance levels to suit the characteristics of the profession, in line with the directives and requirements of the Party.
Differing from other professions, the education sector does not have its own standardized salary scale. Instead, salaries for teachers are determined based on the complex nature of the profession and the position. However, salary levels for preschool, primary, and secondary school teachers have been adjusted according to practical requirements.
Additionally, salary increases are attracting more students to pursue teaching careers. Starting from July 1, 2020, instead of being exempt from tuition fees, teacher trainees can obtain loans that must be repaid if they do not work in the education sector for the first two years or complete the required teaching time.
