1. Changes in examination procedures and content for car driving license graduation

2. Supervising the learning process at driving schools
The Ministry of Transport mandates driving schools to install monitoring devices to ensure students complete the theoretical learning period before taking the examination. This regulation will be effective from May 1st, 2020.
3. Monitoring learning progress through monitoring devices
As per regulations, driving schools are required to install monitoring devices. Starting from May 1st, 2020, students must attend classes to complete the curriculum for the Traffic Law subject. Students will be marked present for the remaining 4 theoretical subjects as usual.
For practical training, driving practice vehicles must also be equipped with monitoring devices to facilitate easier and more effective student management and monitoring.
4. Learning and testing driving with 3D simulation software
Starting from 1/1/2021, driving training will be conducted on simulation devices, and the examination will commence from 1/5/2021.
Students will undergo 3 hours of driving training on 3D simulation devices, following completion of the training module in the practice yard and before transitioning to on-road driving practice.
The examination process includes:
- Theory
- Simulation
- Practical skills
- On-road driving
5. Theoretical exam for car driving license increases to 600 questions
The latest B2 car driving license exam in 2020 will include additional questions, specifically increasing from 450 to 600 questions. Moreover, the examination paper will have more questions, but the theoretical examination time will be shortened.

6. Supplementing content for 2020 car driving license exams
Although the time allocated for each exam remains unchanged, there are additional contents compared to the old theoretical curriculum.
For the subject of vehicle structure and repair, the additional contents include:
- Active safety systems with a duration of 1 hour.
- Transport business profession with responsibility of transport business operators with a duration of 3 hours.
- Driving techniques with active safety driving techniques with a duration of 2.5 hours.
Additionally, the ethics of drivers and traffic culture will be changed to ethics, traffic culture, and prevention of the harmful effects of alcohol and beer when participating in traffic. Therefore, candidates need to take this subject when taking the 2020 driver's license exam.
7. Changes in B2 driving license tuition fees in 2020
The Ministry of Transport stipulates the latest car driving license examination regulations, requiring training facilities to have monitoring devices to closely monitor the learning process. Meanwhile, students in complete driving courses include theory sessions, vehicle structure and repair, 3D simulation driving practice, etc., totaling over 100 hours. Therefore, driving training facilities will provide quality education, no longer offering budget courses, resulting in changes in B2 driving tuition fees accordingly.
The minimum tuition fee for students learning and taking the B2 car driving exam is between 15 million and 20 million VND. Additionally, students will spend more time attending classes. If students fail to complete the program, they will not be eligible to participate in the driving license exam.
8. Issuance of new format 2020 driving licenses
Instead of the old format, starting from June 1st, 2020, the 2020 driving license will be issued in a new format, specifically with a QR code for decoding information on the license, linking to the license management information system.
