Starting from July 1, 2020, the amended education law will take effect, limiting the eligibility for the lifelong civil servant regime to only three cases instead of the previous broader scope. 3 Scenarios Eligible for Lifelong Civil Servant Regime
According to the recent proposal, the lifelong employment regime, signed with indefinite labor contracts, now applies to only 3 specific scenarios, including:
- Officers and officials transitioning to civil servants
- Civil servants signing fixed-term contracts before the effective date of the amended law
- Civil servants fulfilling fixed-term contracts in remote, deep, and challenging areas within the public sector.
Lifelong Civil Servant Regime to Cease After 1/7/2020
Previously, upon successful recruitment, civil servants would enter into fixed-term contracts ranging from 12 to 36 months, as stipulated by Article 25 of the Civil Servant Law. After completing the specified contract, they would transition to indefinite-term contracts, providing stability for a lifelong position.
However, the 2019 Amendments to the Law, specifically Article 25 of the Civil Servant Law, were introduced to prevent sluggishness and resistance to innovation among civil servants. Now, only three scenarios permit the signing of indefinite-term contracts, while the rest are required to engage in fixed-term contracts.
Upon the approval of the Draft Law, the lifelong employment regime will be abolished, aligning with Resolution 26-NQ/TW concerning personnel affairs.

Thus, in the draft, the lifelong civil servant regime will be eliminated starting from July 2020. Consequently, there will be no signing of indefinite-term contracts for new recruitments.
