Typically, in such cases, Windows would display a warning dialog with options:
1. Replace or overwrite files.
2. Skip files.
3. Keep both files.
Instead, Windows 10 v1809 will automatically overwrite files or take no action. Microsoft, on its part, has also acknowledged this issue.

According to Microsoft: 'On Windows 10 October 2018 Update, when copying or moving files from a ZIP file (without extracting) to a destination folder containing duplicate files or write-protected files, users will not receive the ''Do you want to replace these files'' prompt as before. Although Windows will display overwritten files, in reality, the files will not be overwritten, and the copying action will fail'.
Essentially, copying duplicate files will also fail, even when users execute copy commands correctly.
Although this issue is not critical, in some cases, it could potentially destroy files containing users' important content. Microsoft also advises users: 'limit cutting and pasting files from ZIP files. This could inadvertently lead to users mistakenly deleting irrecoverable items'.
At the same time, the company states that they are investigating bug fixes and will release them to users by early November. Until then, users are advised to extract ZIP files into a new folder to avoid encountering the issue.
If you accidentally delete important files, you can restore them from the Recycle Bin. Additionally, you can also recover files from the Temporary File Directory by pressing Windows + R, then typing %temp% and pressing Enter or clicking OK.
