In an interview with Digit, Anant Maheshwari, the leader of Microsoft India, explained the company's and other OEMs' efforts in the mobile device market.
“I want to talk about the mobile elements we primarily focus on. The products in the Surface lineup, including Surface Hub, Surface Studio, Surface Book, and Surface Pros, we are striving to concentrate and develop different elements on these devices”.
“Regarding mobile devices, we are collaborating with all major OEMs and operating system developers to create new applications and experiences. We aspire for users to access all Microsoft applications and services on the mobile platform,” emphasized Anant Maheshwari.

Despite the emphasis, it doesn't mean the Surface Phone is under development. Providing users with access to Microsoft's apps and services on the mobile platform is what the Redmond giant has been actively striving for, but not on Windows phones, rather on Android and iOS.
It's highly likely that Microsoft is secretly developing the Surface Phone running Windows 10 ARM, not Windows 10 Mobile, and this device will be unveiled next year. While the mobile form factor is an attention-grabbing factor for users, so far, all we see is a project in patent filings.
