The update is named 'Update for Removal of Adobe Flash Player,' followed by the OS version. You can access the Microsoft Update Catalog HERE to download the update package for your Windows edition. These updates are available for all currently supported Windows editions, including LTSB and relevant Windows Server versions.
Note that currently, update packages can only be downloaded through the Windows Update Catalog for manual installation. Earlier this year, Microsoft announced that they would begin distributing Flash retirement updates through other channels, such as Windows Update, as a recommended update after Flash Player's support ends on December 31, 2020.
Furthermore, current users who have manually installed the update to remove Adobe Flash from Windows have no option to uninstall or revert to a previous OS version and will need to perform a clean install to reinstall Flash. The company has also declared that they will remove all APIs, group policies, and interfaces used to manage Flash by the end of next summer.
