Decree on the organization of car license plate auctions by the Ministry of Public Security
On July 1, 2023, Decree 39/2023/NĐ-CP on the experimental organization of car license plate auctions officially took effect.
Accordingly, the Minister of Public Security will decide the number of car license plates to be auctioned at each auction session, including plates from provinces, centrally-governed cities, with serial symbols: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z, with a white background, black letters and numbers, and completely unregistered, expected to be newly issued, currently in the registration and management system of the Ministry of Public Security.
Essential Tips for Participating in Car License Plate Auctions
Regarding the venue, the car license plate auction session will be conducted online through the online auction information page of the asset auction organization. Participants will be provided with an account along with instructions on how to participate in the online auction.
Participants in the auction will be able to choose license plates based on their preferences from the list of plates organized for all provinces and cities. After selecting a plate, bidders need to submit the documentation fee and the deposit for the chosen plate to the auction organization's account. The deposit amount will be fixed at 40 million VND, and the bidding increment will be 5 million VND.
The auction organization will continuously receive registration information and deposits from the auction listing date until 3 days before the online auction session. At the end of the online auction session, the auction organization will announce the winning bidder, display the auction record for the winning bidder to confirm the results.
Within 15 days from the result announcement date, the winning bidder must deposit the entire auction amount (minus the deposit) into the Ministry of Public Security's dedicated account. The auction winning amount does not include vehicle registration fees.
Throughout the auction process, the Ministry of Public Security will assign officers to monitor and supervise the auction session to ensure fairness, transparency.
Strict Prohibition on Buying, Selling, Exchanging, or Gifting Auctioned License Plates
Within 12 days from the auction result, the bidder needs to register the vehicle to attach the won license plate. In case of force majeure or objective factors, the time may be extended, but not exceeding 6 months.
According to a representative of the Traffic Police Department, buying, selling, exchanging, or gifting auctioned license plates is entirely illegal and strictly prohibited. However, the winning bidder can still transfer a vehicle with the auctioned license plate.
