Fischl
Caught between the formidable 4-star character lineup of patch 1.0, Fischl doesn't shine as brightly as Xingqiu, Xiangling, or Bennett. Nevertheless, Fischl still earns the trust of Genshin Impact players when they need a character capable of contributing significant damage from afar or creating a reliable Electro presence. She achieves this by keeping her faithful raven, Oz, on the field almost 24/7 by alternating between her Elemental Skill and Burst. Losing one of these skills means losing half of her Electro potential.

So why does Mytour claim that she doesn't need efficient recharge? The reason is that Fischl has excellent energy recharge capabilities, even after the 'turbo charge' bug was fixed back in 2021. Furthermore, Fischl's Elemental Burst only requires 60 energy, so about 120% energy recharge efficiency is more than enough. Players can easily attain this number from sub-stats of artifact sets while prioritizing more crucial stats like attack and crit rate.
Yae Miko
When Yae Miko debuted, many players were shocked to see that her Elemental Burst requires 90 energy, the highest in the current game and equivalent to Raiden's. However, Yae Miko is also one of the Genshin Impact characters who don't need efficient recharge. One reason is that she's Electro-aligned and often accompanies Raiden Shogun, so she charges up very quickly. Another reason is that Yae's pillars generate an Electro particle every 3 hits, helping her Burst charge even without efficient recharge.

The final and perhaps most important reason: the majority of her damage comes from her Elemental Skill, dealing about 4,400% Electro damage over its duration. Especially with the new Emblem of Severed Fate artifact set, which buffs elemental skill damage by 70%, many players even use Yae's Burst only once every 2 rotations.
The reasons why Fischl and Yae Miko don't rely heavily on energy recharge
Hu Tao, Yoimiya
This fiery DPS duo is frequently paired together, each character bringing their own strengths: Hu Tao boasts formidable damage while Yoimiya excels in ranged attacks, making them effective against bosses or agile targets. However, both share a common trait: their bursts are more for show than practical use, leading many players to opt for the 4-piece set of Endless Hymn artifacts to buff normal attack damage, even at the cost of sacrificing burst usage. It's fair to say that when built wisely, nobody bothers to glance at energy recharge efficiency, let alone consider it essential!

The reason behind this is that for Hu Tao, players rarely rely on the healing effect of her Elemental Burst. The path of the Passageway of Perdition usually pairs her with Zhongli and Xingqiu, making her difficult to defeat, and the self-damage effect diminishes over time, so it's not a concern. It's rare for Hu Tao to need to use her burst at all, and it's perfectly fine not to use it.
Yoimiya also shares similar teammates to Hu Tao and is very difficult to defeat. Her burst doesn't contribute much damage, and Yoimiya herself can't activate it. Players have to rely on the attacks of other characters in the team to trigger Yoimiya's burst, making it quite unreliable, and not many people bother to use it.
Albedo, Zhongli
Albedo is one of the top sub DPS characters in the game, capable of creating massive Geo damage bursts with his Elemental Skill. Interestingly, while his Skill scales with defense, his Burst scales with attack, but sensible players only build Albedo based on defense. Furthermore, his Burst only requires 40 energy, and Albedo often pairs with at least one other Geo character, making it easy to recharge.

Similarly, Zhongli's value solely lies in his elemental skill - players merely need Zhongli to summon a sturdy shield. His burst, Planet Befall, requires 40 energy and has decent crowd control effects, but its damage is underwhelming and sometimes criticized by players for decreasing overall DPS when used.
Therefore, it's no wonder that no Genshin Impact player wants to prioritize energy recharge stats for Albedo and Zhongli. Even when Albedo reaches Constellation Level 2 and his burst becomes slightly stronger due to scaling with defense, there's even less reason to prioritize energy recharge for these Genshin Impact characters.
