The primary goal of this new feature is to assist users with neurological disorders such as ALS. Individuals affected by ALS can only move and control using their eyes.
Microsoft has developed a system that can be controlled by simply looking at characters to use the on-screen keyboard, followed by specialized technology for speech synthesis.

The Tobii Eye Tracking device is a cutting-edge solution for interacting with your computer. Designed to seamlessly fit on your laptop or monitor, the slim tracking bar continuously monitors the position you're looking at on the screen, enabling applications, including games.
Tobii Eye Tracking is integrated into some high-end gaming peripherals, including select laptops and Acer Predator monitors.
Eye Control Feature
On Windows 10, this new feature is called Eye Control, currently available in beta as part of the Windows Insider program. Microsoft notes that using Eye Control requires specialized hardware, and the specified hardware is the Tobii 4C eye-tracking device.
“Eye Control supports users with disabilities to access and interact with Windows 10, operate the mouse, keyboard, and experience text-to-speech features more easily with just their eyes. To experience this feature, a compatible eye-tracking device is required, such as the Tobii 4C, to access the Windows operating system and perform tasks previously done with a physical mouse and keyboard,” explained Microsoft.

Currently, there is no specific information available, and it's unclear when Eye Control will be accessible for all Windows 10 users. As the feature is still in the developmental and testing phase, it is likely that Eye Control will be among the features not present in the Windows 10 Fall Creators Update scheduled for release this September.
It's highly probable that Eye Control will be integrated into the Redstone 4 version, set to be unveiled in the spring of 2018 by Microsoft.
