The answer is no.
While YouTube always aspires for their app to be as perfect as Spotify or Apple Music, they haven't reached that level yet. All videos depend on the uploaders and can be easily deleted. Videos may also have poor quality or even be misnamed. That's why the $12.99/month price may not be entirely justified.
