According to Riot staff, in the future, League of Legends may cease introducing new champions.
Since its inception in the esports community, Riot has always followed a structured roadmap for champion releases in League of Legends (LoL). Additionally, the publisher regularly updates existing champions to balance out those that are too strong or weak, whether they are currently favored or considered 'outdated.'

Of course, not all of Riot's adjustments prove effective. Furthermore, not all newly introduced champions garner community interest or excitement. Take Zeri, for example, a champion introduced in early 2022 but has undergone 12 revisions since. Conversely, Bel'Veth, initially perceived as powerful, is now unpopular due to being challenging to use and not aligning with the current professional meta.

However, according to Leung-Harrison, recently promoted head of Riot's game balance department, there may come a time in the future when the publisher feels it's appropriate to halt the introduction of new champions altogether. Leung-Harrison explains that Riot is creating champions that are visually complex and difficult for new players to grasp.
He cites examples such as Thresh, noting that new players may find it odd if a champion with a hook like Thresh's tosses its ability through opponents instead of hooking them directly. Similarly, with Gwen, Leung-Harrison suggests that new players may struggle to comprehend her skillset and movement mechanics, potentially leading them to abandon LoL altogether.

However, another Riot employee - Ryan Mireles, head of LoL's design team, suggests that Riot's cessation of new champion releases is far off. As he indicates, the development team still aims to introduce many more champions. 'Once you've mastered the game and its champions, it can become quite dull. Each new champion brings a fresh playstyle, ensuring that each one offers a unique and distinctive gameplay experience,' he explains.

Therefore, players can rest assured that in the near future, Riot will continue to introduce new champions and rework existing ones to cater to players' needs. As for when Riot will halt new champion releases, it may be a long way off, and even Riot itself may not have a definitive answer yet.
