Going back to June when the first builds of Windows 11 were leaked or released to Windows Insider users, it was discovered that Microsoft had blocked the completion of the setup process if the computer lacked an internet connection, ultimately forcing users to sign in with a Microsoft account. A workaround was found for this issue, but shortly after, Microsoft patched the loophole used to implement that method.

Windows 11 Home automatically completes setup without needing an internet connection.
At present, a user has revealed a new solution allowing you to finish the Windows 11 setup process (confirmed successful with build 22000.184) without an internet connection. Windows 11 still functions without requiring a Microsoft account when connected to the network.

Here's everything you need to do:
Method 1:
Step 1: In the 'Lets connect you to a network' window, press Shift + F10.
Step 2: In the Command Prompt window that opens, type taskmgr and press Enter.
Step 3: In Task Manager, click on More details and locate the Network Connection Flow option.
Step 4: Right-click on Network Connection Flow and select End task.
Step 5: Return to the Setup screen and continue the installation process using a local account.
Method 2:
Step 1: In the 'Lets connect you to a network' window, press Shift + F10.
Step 2: In the Command Prompt window that opens, type taskkill /F /IM oobenetworkconnectionflow.exe.
Step 3: Press Enter and close the Command Prompt window.
Step 4: Return to the Setup screen and continue the installation process using a local account.
After the first boot, some icons in the Start menu may not appear as they require the Internet to download. However, during testing, Mytour found that users can enable network connection to allow Windows to complete app downloads, and users are not forced to sign in with a Microsoft ID to continue using Windows.
As you can see above, without an Internet connection, icons won't display because apps haven't been downloaded. You can open apps like Tips but won't load any content. When connected to the Internet, apps will download normally and appear on the Start menu.
